Unable to take Progesterone

Do you have any recommendations for progesterone intolerance? My progesterone is very low, and yet bio-identical transdermal progesterone cream and even oral progesterone makes me breakout into very severe hives. I am 39 and would like to have another child, but I need to increase my progesterone soon. I should note that I have PCOS, adrenal fatigue and low thyroid function to name a few. These problems all began when I quit all corticosteroids (after 36 years of Rx use) for atopic dermatitis.
